RFQ-Continuing Professional Services - Architectural Services

 Question regarding RFQ NO. 2017-001 Continuing Professional ARCHITECTURAL Services:

 

1.       Page 2, Item F, states “It is anticipated that the use of sub-consultants or joint venture arrangements may be required to adequately provide an acceptable range of professional expertise for all phases of work. Such arrangements, if utilized, will be subject to city approval.” Page 2, Item H1, states “Brief overview of the firm’s history and organization, and any sub-consultants, and/or joint ventures.” Please confirm that subconsultant firm selection and qualifications are not required for the RFQ response submission, and that subconsultants, if required, can be chosen based on the requirements of a specific task order, with approval by the City, if awarded a contract/task order.

 

Answer

We don’t need the qualifications of subs with your response to our RFQ but we will need them on specific task orders, should you be selected for a project in the future.   You can simply list the subs you have used in the Item H1 history section.

RFQ-Continuing Professional Services - Urban Planning

 Question regarding RFQ NO. 2017-003 Continuing Professional URBAN PLANNING Services:

1.       Page 2, Item F, states “It is anticipated that the use of sub-consultants or joint venture arrangements may be required to adequately provide an acceptable range of professional expertise for all phases of work. Questions

1. We do have a list of sub-consultants that we currently work with. At this time,  how would you like the presented in this submission?

2. Are you looking for local firms to fill out the project/sub-consultant?

3. What is the timeline for selection?  Will there be interviews?

 Answer

1.  There is a similar question that was posed previously and is listed on our website RFQ page.  “We don’t need the qualifications of subs with your response to our RFQ but we will need them on specific task orders, should you be selected for a project in the future.   You can simply list the subs you have used in the Item H1 history section.”

2.  We do not stipulate a need for firms to be local. 

3.  It will take approximately a month to review, rank and bring to Council for approval.  As stated in the RFQ, we have the option to request respondents to make a presentation; however, it is unlikely there will be presentations or interviews.

Question

We’ve reviewed the RFQs and want to clarify the City’s intent regarding teams:

  1. The email attached on the reissue mentions not wanting to make it so “firms…feel they have to form teams for their response.”
  2. Section F: Subconsultants of the RFQ mentions that “it is anticipated that the use of sub-consultants or joint venture arrangements may be required to adequately provide an acceptable range of professional expertise for all phases of work.”

We’ve inferred that the City wants urban planning teams to compete against urban planning teams, but wanted to confirm explicitly. Is this understanding correct?

 Answer

Yes.  We want firms to respond to their primary service.  In the previous RFQ, a Civil Engineering Firm or an Urban Planning firm may have teamed up with an Architect because they felt they needed to address all the services listed in the RFQ (when that was not the intent of that RFQ).  We wanted Architects to respond as Architects and Urban Planners to respond as Urban Planners, etc.   However, we understand that in the course of a project, firms may have to work with sub-consultants to handle certain aspects of the project.  We want you to list those firms that you have worked with as subs (Item H1) and to understand that we will have to approve those subs if and when the time comes.
