Welcome: The Commission welcomes public comment. To ensure that the concerns of all parties are given fair consideration at the appropriate stages of the process, it is important that decorum is maintained. When addressing the Commission, please address all statements to the Chair. Since an audio record is being made of the meeting, individuals addressing the Commission are asked to use the lectern so that the comments may be recorded. In addition, individuals addressing the Commission must provide their name and address for the record. During public hearings, an announcement will be made to open and close the public comment stages of the hearing. Any written statements or other exhibits shall be provided to the staff representative, if desired to be made a part of the meeting record. Your involvement is essential to the process and is appreciated. One or more members of the City Council and/or other City Boards may be present at this meeting and may speak. Please silence cellular phones and pagers during the meeting.

V.                 Public Hearing and Recommendation: City of Maitland FY 2014-2018 Capital Improvements Program

VI.              Public Hearing: Petition No. 2013-02 (AZ)(PD) 1000 Sanford Avenue

Applicant: An application has been filed by Scott Stearns, Bowyer-Singleton & Associates, Inc., 520 South Magnolia Avenue, Orlando, Florida 32801. The current property owner is Home Builders Association of Metro Orlando, Inc., 544 Mayo Avenue, Maitland, Florida 32751-4573.

Request: The applicant requests to change the current zoning classification from RS-3 single-family residential district to a PD, Planned Development District, and to obtain approval of a development plan to construct an office building for use by the Home Builders Association on the site. (Note: Any PD approval is contingent upon the approval and finalization of the application for Comprehensive Development Plan (CDP) amendment, to establish a Professional Office Land Use category for the site.)

Location: The subject properties have Orange County Property Appraiser parcel identification numbers of 30-21-30-5575-02-000; 30-21-30-5575-00-110; and 30-21-30-5575-00-200. The site is located to the north of Mayo Avenue along Sanford Avenue.

VII.           Recommendation: Petition No. 2013-01 (ALU) 1000 Sanford Avenue

Applicant: A proposed Comprehensive Development Plan (CDP) Amendment has been submitted by Scott Stearns, Bowyer-Singleton & Associates, Inc., 520 South Magnolia Avenue, Orlando, Florida 32801. The current property owner is Home Builders Association of Metro Orlando, Inc., 544 Mayo Avenue, Maitland, Florida 32751-4573.

Request: The proposed amendment would modify the City of Maitland Future Land Use Map - Map Series 1 to change the Land Use Category of properties located north of Mayo Avenue, south of North Avenue, west of Sanford Avenue, east of Maitland Boulevard Ramp “B” from Single-Family Detached Residential to Professional Office.

Location: The subject properties have an Orange County Property Appraiser parcel identification numbers of 30-21-30-5575-02-000; 30-21-30-5575-00-110; and 30-21-30-5575-00-200. The site is located to the north of Mayo Avenue along Sanford Avenue

VIII.        Public Hearing and Recommendation: Amended and Restated Annexation and Development Agreement: The Courtney at Lake Shadow

Applicant/Property Owner: Contra Vest Development Partners, LLC 237 S. Westmonte Dr., Suite 140, Altamonte Springs, FL/Kyngs Heath VII, 284 N. Park Ave, Suite A, Winter Park, FL.

Request: The proposed Agreement would add an allowance for multi-family residential use, conditioned upon the approval of a rezoning of the property to Planned Development. The current DA allows for office uses on the referenced site. The density proposed for this site is 21.62 du/ac+/-. (Note: This site is included in a proposed Planned Development zoning amendment with contiguous property to the south. When considering both sites in a unified development plan, the total dwelling unit count is 244 and the overall density would be 20 du/acre.) The maximum proposed building height is 75 feet.

Locations: The Orange County Property Appraiser Parcel Identification number for property subject to the Agreement is parcel 34-21-29-0000-00-065 and totals 9.62 acres approximately. (The corresponding property address is 545 South Keller Road, Orlando, Florida 32810.) The property is generally located to the south of Fennell Street and to the north of West Kennedy Boulevard, fronts Keller Road on the east and borders Lake Shadow on the west. The subject property is vacant land situated within the City of Maitland, Florida.

IX.              Recommendation: Petition No.2013-01 (AZ)(PD) The Courtney at Lake Shadow

Applicant/Property Owner: Contra Vest Development Partners, LLC 237 S. Westmonte Drive, Suite 140, Altamonte Springs, FL/Kyngs Heath VII, 284 N. Park Ave, Suite A, Winter Park, FL.

Request: The request includes amendment of an existing PD, with an expired development plan approval, to a PD, planned development district and obtain development plan approval for multi-family use on parcel 34-21-29-0000-00-015. The applicant also requests to amend the zoning district from OC, Office Commercial District to PD, Planned Development zoning district and obtain development plan approval for multi-family residential use on parcel 34-21-29-0000-00-065. The parcels are submitted as a unified planned development.

The application proposes the development of The Courtney at Lake Shadow Apartments, a multi-family development proposed to contain 244 dwelling units.

Location: The properties are located to the south of Fennell Street and to the north of West Kennedy Boulevard, they front Keller Road on the east and border Lake Shadow on the west.
