
Rick Lemke was born in Philadelphia, Pennsylvania, but grew up in Dundee, Illinois, northwest of Chicago.
Mr. Lemke moved to the Central Florida area in 1987, when he accepted the position of Director of Public Works and Engineering for the City of Titusville.
Mr. Lemke received his Bachelor of Science degree in Civil Engineer from Bradley University and has also received his Master of Science degree in Engineering Management from the Florida Institute of Technology. After school, Rick became the Assistant Village Engineer for the Village of Mundelein in Illinois and 5 years later, moved to Green River, Wyoming to accept the position of City Engineer. He soon worked his way up to the Director of Public Works and Engineering with Green River. With more than 20 years in local government service, Mr. Lemke entered the private sector and became the Project Manager and Section Leader for the Municipal Services Group at HNTB and later became the Manager of Projects for Jacobs Engineering.
Throughout his career, Mr. Lemke has implemented one of the first comprehensive city-wide pavement management programs in the nation for planning streets improvements in Green River, Wyoming. Among other accomplishment, Rick has assisted or been responsible for the planning and construction of four wastewater treatment plants, a new city hall, two new public works and fleet maintenance facilities, two raw water supply wells, a municipal marina expansion and implementation of various programs, including a storm water utility, solid waste management and conversion of a private water system to public operation and ownership.
Mr. Lemke currently serves as Chairman of Orange County’s Environmental Protection Commission.
Rick is happily married to his wife, Darlene, and they have three dogs and two cats that let them live with them. He has two wonderful children from his first marriage, Kendrick and Hannah.
