Fire Department City Workplan

  1. Mobile Data Communications (MDT): The presence of Orange County Fire/EMS resources will diminish in the North Central area of the county due to annexations by Orlando, Winter Park and Maitland. In order to ensure optimal service delivery to its citizens and business community, Maitland must coordinate Communications/Dispatch services with a primary emergency response partner. A diminishing role for Orange County Fire Department in our area will necessitate a realignment of Communications/Dispatch and Emergency Response partnerships. The MDT project has been a cooperative effort between the fire departments in Maitland and Orange County. The purchase of this MDT device (3rd phase of the MDT project) was originally planned for the 1st quarter. With potential changes to the City and County dispatching processes, this purchase is postponed to the 4th quarter.

  2. Automatic Aid and Mutual Aid: Maitland and Winter Park Fire Departments have entered active discussions about significant enhancements to our current partnerships. Communications/Dispatch, Emergency Response, and Medical Direction have been the primary topics. During the 2nd quarter, progress was made in the areas of redefining response zones and mapping integrations. This will be an ongoing process throughout the fiscal year.

  3. Purchase/Delivery/Training related to Quint: A Vehicle Purchasing Committee has researched and evaluated various Quint manufacturers and models during the 1st quarter. The committee analyzed construction features, storage capacities, functional designs and financial impacts. Committee members are additionally tasked with the coordination of equipment purchases for this vehicle. In the 2nd quarter, Council approved a purchase recommendation for the proposed Pierce 75-foot aerial apparatus. The anticipated delivery of the vehicle is expected to be early in the 3rd quarter. Once the vehicle delivery process is complete, members of the department will enter a phase of extensive aerial apparatus training.

  4. Capital Fire and EMS Equipment: Three capital purchases were programmed for FY2003. These included the replacement of one cardiac monitor/defibrillator/pacemaker, purchase of the Quint and replacement of one fire engine. The cardiac monitor and Quint purchases were both accomplished during the 2nd quarter. The Vehicle Purchasing Committee has continued to meet to focus on replacement of a fire engine. We anticipate that this purchase will occur late in the 3rd quarter or the beginning of the 4th.

  5. Member Career Development: : Career development initiatives include Fire Ground Strategy/Tactics, Company Officer Leadership, Command/Control and Human Resource education. An adequate number of fully qualified individuals must be ready to assume additional responsibilities associated with the West Side fire station. With this in mind, the Fire Department staff is working closely with the Central Florida Fire Academy to facilitate needed training. Members will continue to be provided with opportunities to obtain classroom and practical education. This will be a yearlong process with completion planed for the 4th quarter.

  6. Hiring Process: In order to ensure adequate staffing for the West Side fire station, the department will begin hiring assessment processes in the 4th quarter. This process will include evaluation of potential new employees in firefighting, emergency medicine, water rescue and previous related experience. The assessment will prepare for the hiring of needed members at the inception FY 2004. Existing members conduct these assessments and commit significant time to identification of the most promising candidates.

  7. City Fire Protection Systems: This continuing program includes inspection, repair, upgrade, and/or replacement of all City owned fire protection systems. These actions comply with Florida State Uniform Fire Safety Rules and provide for the safety of our citizens and employees. In FY 2003, we plan to install Sprinkler System Monitoring Panels in the Municipal Annex and the Public Works Facility at Keller Road. Routine planned inspections, testing, and maintenance have been accomplished in the 2nd Quarter.
