City Council
Mayor, A. Dale McDonald

Dale was raised in Ocala and attended Central Elementary, Osceola Junior High and Ocala Forest High School.  His father is a retired NHSACA Hall of Fame basketball coach and high school principal and his late mother was a 38 year veteran elementary public school teacher. As a high school senior in 1971, he was the Captain and MVP of his State Champion Golf Team. He later attended Furman University and earned his B.S.B.A. from the University of Florida in 1976 and is a proud Gator Booster today.

Dale moved to Winter Park in 1977 entering the real estate business and has since engaged in a variety of specialties including real estate brokerage, residential appraising and mortgage lending. He has been a member of the Orlando Regional Realtor Association since 1977 and has served in a variety of volunteer roles to this day.  He owns his own independent brokerage firm here in Maitland since 1989. Dale also has lived and volunteered in Altamonte Springs serving on their original Comprehensive Development Plan steering committee in the mid '80s.

Dale moved to Maitland in 1989 and has resided in Hollieanna Shores since then. He has one son, Matthew, who lives and works locally. Dale has served on a variety of volunteer boards for the City of Maitland since 1993 including the Board of Zoning Adjustment, Code Enforcement Board, Transportation Advisory Board and, most recently, the Planning and Zoning for nine years prior to being elected mayor. Dale was chosen as the City of Maitland Volunteer of the Year in 2012.

Councilman John Lowndes, Seat #4

John was born and raised in Central Florida, attending Winter Park Junior High and graduating from Edgewater High School. After earning degrees at both Florida State University (B.A.) and the University of Florida (M.A.), John went on to get his law degree at American University’s Washington College of Law. Pursuing a career in federal Indian law, John spent several years with firms in D.C., Portland, and Anchorage, gaining experience in the areas of government contracts, environmental issues, health care, employment law, and tribal governance. When John and his wife, Julie, settled in Maitland to raise their family, John joined the Orange County Attorney’s office, working in land use, construction, utilities, and local government law. Currently, John serves as in-house counsel to a hospital and environmental healthcare corporation.

Before being elected City Councilman, John served on the Maitland Planning and Zoning Commission, the Maitland Community Redevelopment Agency, and the Maitland Electric Power Advisory Board. In addition, he helped found the Dommerich Foundation Fund, which raises money for public school improvements. John and Julie have three school-age children, and their family enjoys and values Maitland as a uniquely wonderful place to live.

Vice Mayor Bev Reponen, Seat #2

Bev Reponen moved to Maitland in 1974. She is a state certified teacher, having received her B.S. degree in biology and sociology from Western Michigan University and her Masters in Education, with a specialty in reading, from Rollins College. Before joining the Council she was a board member of the Lakes Advisory Board for ten years, the Personnel Board for eleven years, and President of the Friends of Maitland's Waterways for eight years. She was the founder and small business owner of Reading Fundamentals Clinic in Altamonte Springs. She taught gifted science classes at Maitland Middle School. She was a founding board member of Celebrate Trees in Maitland, a volunteer tutor at Dommerich Elementary, and for eight years an “Additions” volunteer at Winter Park High School.

Since first elected, she has consistently, emphasized promotion of Maitland businesses, supported the cultural partners and the Chamber, volunteered for beautification projects to help make the downtown area visually appealing, and listened to and supported citizen input. Twice, she was selected by the Council to serve as Vice Mayor and was Maitland’s Volunteer of the Year in 2010.

Councilman, Michael Thomas, Seat #1

Mike is a Florida native, graduate of the University of Florida and resident of Maitland since 2001.

After spending more than 30 years as a journalist, he worked in communications for the Orange County Public Schools and then as Chief of Public Policy for Orange County. He now works for the Foundation for Excellence in Education.

Before joining the City Council, Mike has served on the Maitland Lakes Advisory Board and the Maitland Planning & Zoning Commission. Thomas lives with his wife, Laurie, and their two children, both of whom are excelling in Maitland’s excellent public schools.

Councilwoman, Joy Goff-Marcil Seat #3

Joy was raised in Maitland where she attended Lake Sybelia Elementary, Maitland Junior High, and graduated from Winter Park High School.  She received a Bachelor’s Degree in Political Science from Florida State University and played flute with the world renowned Marching Chiefs during her 4 years at FSU.  Joy received a Juris Doctorate from the Stetson University College of Law, and has been an active member of the Florida Bar Association since 1993.  Her private law practice focuses mainly on wills and probate.  

Working as the District 8 Regional Coordinator for the “Communities Putting Prevention to Work”  program through the Florida Department of Health, she implemented, and is currently the lead coordinator of, the “Walking School Bus” program at Lake Sybelia Elementary.  The “Walking School Bus” promotes physical health and traffic safety as the children walk through neighborhoods to school.
 
Joy is a member of the Parent-Teacher Association and has volunteered hundreds of hours of service to Orange County Public Schools.  She is a founding member and serves on the Executive Committee of the Learning and Cultural Committee of the Maitland Public Library.    Working with the Maitland Public Library and the Winter Park Health Foundation’s Healthy Central Florida program, she helped develop the Healthy Maitland Thursday morning walks.  These walks are sponsored and promoted by the Maitland Public Library.
 
Joy is married to Dr. Rich Marcil and together they have 3 children with one each at Lake Sybelia Elementary, Maitland Middle, and Winter Park High.  Joy enjoys spending time with family and friends, walking, and cheering her children on at band concerts and softball games.
