AGENDA

 

Welcome: The Commission welcomes public comment. To ensure that the concerns of all parties are given fair consideration at the appropriate stages of the process, it is important that decorum is maintained. When addressing the Commission, please address all statements to the Chair. Since an audio record is being made of the meeting, individuals addressing the Commission are asked to use the lectern so that the comments may be recorded. In addition, individuals addressing the Commission must provide their name and address for the record. During public hearings, an announcement will be made to open and close the public comment stages of the hearing. Any written statements or other exhibits shall be provided to the staff representative, if desired to be made a part of the meeting record. Your involvement is essential to the process and is appreciated. One or more members of the City Council and/or other City Boards may be present at this meeting and may speak. Please silence cellular phones and pagers during the meeting.

V.              Public Hearing: Annexation Agreement – Between the City of Maitland, Florida, and Don Reid Ford, Inc.

Request: The City of Maitland will be considering adopting an Agreement to provide for annexation of property, owned by Don Reid Ford, Inc., into the City, consistent with the Joint Planning Area Agreement (JPA) with Orange County. Upon annexation of the property, the City would process a Comprehensive Development Plan Amendment to change the Property’s current Orange County land use from “Orange County - Commercial” to “Downtown Maitland”, and would process a zoning amendment to change the zoning designation from “Orange County - C-2” to “Downtown Maitland Zoning District”.

Location: The property is generally west of US 17-92 (South Orlando Avenue) and south of the CSX Railroad overpass; north of Glendon Parkway; and east of Lewis Drive. The property includes land developed as the Don Reid Ford Fleet Office at 1205 N. Orlando Avenue; Don Reid Ford Truck Sales at 1241 N. Orlando Avenue and 1254 Lewis Drive (surface parking area), all situated within Unincorporated Orange County, Florida.

VI.           Public Hearing: Petition No.2012-02 (ALU) Maitland Concourse North

Applicant/Property Owner: BPL Maitland Concourse North, LLC, P.O. Box 3010, Winter Park, Florida 32790.

Request: The purpose of the hearing is to take public comment and to consider amendments to the City of Maitland 2030 CDP. The proposed amendments include CDP Text Amendments as well as Future Land Use Map Amendments.

The proposed CDP Amendment will revise the 2030 CDP to add text to Goal 1, Objective 3, Future Land Use Element, adding a Land Use Category to allow restricted-mixed office, residential (10.0-20.0 DU/Acre), commercial uses (“R-MORC”). 

The proposed amendment would also modify the City of Maitland Future Land Use Map - Map Series 1 to change the Land Use Category of a portion of property located on the north side of the Maitland Boulevard Corridor east of I-4 and west of Maitland Avenue, between Concourse Parkway and Lake Faith Villas (the “Maitland Concourse North Area”):

From Professional Office to:

Restricted - Mixed Office, Residential (10.0-20.0 DU/Acre), Commercial (R-MORC). 

Parks and Recreation

Low- Medium Density Residential (4.5-10.0 DU/Acre); and

From Parks and Recreation to:

Low-Medium Density Residential (4.5-10.0 DU/Acre)

Restricted - Mixed Office, Residential (10.0-20. DU/Acre),Commercial (R-MORC).

(The changes to Parks and Recreation Land Use will not reduce the number of property currently designated as Parks and Recreation on the subject property to less than 10 acres.)

Location: The subject property is located on the north side of the Maitland Boulevard Corridor east of I-4 and west of Maitland Avenue, between Concourse Parkway and Lake Faith Villas (the “Maitland Concourse North Area”)
