Welcome: The Commission welcomes public comment. To ensure that the concerns of all parties are given fair consideration at the appropriate stages of the process, it is important that decorum is maintained. When addressing the Commission, please address all statements to the Chair. Since an audio record is being made of the meeting, individuals addressing the Commission are asked to use the lectern so that the comments may be recorded. In addition, individuals addressing the Commission must provide their name and address for the record. During public hearings, an announcement will be made to open and close the public comment stages of the hearing. Any written statements or other exhibits shall be provided to the staff representative, if desired to be made a part of the meeting record. Your involvement is essential to the process and is appreciated. One or more members of the City Council and/or other City Boards may be present at this meeting and may speak.

V.              Recommendation: Petition 2011-03 (AZ) Downtown Maitland Zoning District/ Downtown Maitland Special District

Applicant: City of Maitland, 1776 Independence Lane, Maitland, Florida 32751

Request: The City of Maitland proposes to establish a Downtown Maitland Zoning District and Downtown Maitland Special Overlay District.

The amendment will establish a table of permitted, accessory, conditional, and prohibited uses within the DMZD. The proposed amendment also includes, but is not limited to, regulations for the DMZD regarding height, density, intensity, open space and pervious areas, setbacks, step backs, modifications for drive-through establishment regulations, definitions, and stormwater management. The proposed amendment additionally creates a Downtown Maitland Special District, an overlay district intended to apply to all real property on the City’s Comprehensive Development Plan Future Land Use Map designated as “Downtown Maitland.” The Special District regulations include, but are not limited to, regulations and design standards for incentives and bonuses, waivers from design standards under certain circumstances, circulation, parking garages, site design and lot layout, stormwater design, landscaping, buffering, and screening, building form and architecture, and signage.

VI.           Recommendation: Petition 2011-04 (AZ) Zoning Amendment - Downtown Maitland Rezoning

Applicant: City of Maitland, 1776 Independence Lane, Maitland, Florida 32751

Request: The City of Maitland proposes to change the zoning classification of certain properties designated on the City of Maitland 2030 Comprehensive Development Plan, Future Land Use Map Series, Map-1, as “Downtown Maitland,” from PO-2 (Professional, Office), PO-3 (Professional, Office), GC (General Commercial), MORC (Mixed Office Residential, Commercial), CC (Cultural Corridor), RS-2 (Single Family Residential), and RG-3 (Multiple Family Residential) to Downtown Maitland Zoning District (DMZD). The zoning classification for those properties zoned Planned Development (PD) and which are designated on the Future Land Use Map of the Comprehensive Development Plan as “Downtown Maitland” will not be changed.

VII.        Recommendation: Downtown Maitland Development Standards Manual (Previously known as the “Pattern Book”)
