AGENDA

 

Welcome: The Commission welcomes public comment. To ensure that the concerns of all parties are given fair consideration at the appropriate stages of the process, it is important that decorum is maintained. When addressing the Commission, please address all statements to the Chair. Since an audio record is being made of the meeting, individuals addressing the Commission are asked to use the lectern so that the comments may be recorded. In addition, individuals addressing the Commission must provide their name and address for the record. During public hearings, an announcement will be made to open and close the public comment stages of the hearing. Any written statements or other exhibits shall be provided to the staff representative, if desired to be made a part of the meeting record. Your involvement is essential to the process and is appreciated. One or more members of the City Council and/or other City Boards may be present at this meeting and may speak.

V.              Public Hearing: Modifications to Land Development Regulations of the Maitland City Code

These amendments would modify the Land Development Regulations of the Maitland City Code. Changes to the Maitland City Code proposed are to Chapter 7.5, Chapter 21 and would create Chapter 23. The revisions in this amendment are pursuant to F.S. 163.3202, to develop regulations that are consistent with the City of Maitland Comprehensive Development Plan 2030, adopted in 2010.

Applicant: City of Maitland, 1776 Independence Lane, Maitland, Florida 32751. The items include modifications to the following chapters/sections such as:

·      Chapter 7.5. Land Development Procedures. Article V. Off-Site or Shared Parking.

·      Section 21-5. Supplemental District Regulations XIV. Setback Lines..

·      Section 21-6. Schedule of District Regulations adopted-Matrix 1-District requirements for OC and OC-3 (office commercial) modifies design regulations including height; and PO-1 & PO-2 (professional office district) adds regulations for Horatio Avenue Corridor.

·      Section 21-7. Districts designated. Adds OC-3 to the list of districts, and creates a DM (Downtown Maitland) District category.

·      Section 21-8. RS-1, RS-1A, RS-2, RS-3- Single family residential districts. III. Permitted accessory uses and structures, modified to allow: Properties within the Horatio Avenue Corridor, which have direct access to Horatio Avenue, which are contiguous to properties east of 17-92 designated as Professional Office Land Use District, and are not within an established Quality Neighborhood Program, may be incorporated as part of a unified site plan and serve as a buffer area for the professional office district, subject to standards, criteria and limitations.

·      Section 21-10. RS-4 Single Family Residential District:  II. Permitted principal uses and structures.

·      Section 21-10. RS-4 Single Family Residential District: III. Permitted accessory uses and structures.

·      Section 21-12. RG-1 Multiple Family Residential District. II. Permitted principal uses and structures

·      Section 21-12. RG-1 Multiple Family Residential District: III. Permitted accessory uses and structures

·      Section 21-14. PO-1, PO-2. PO-3 – Professional Office districts. II. Permitted principal uses and structures.

·      Section 21-14. PO-1, PO-2. PO-3 - Professional Office districts. III. Permitted accessory uses and structures,

·      Section 21-14. PO-1, PO-2. PO-3 - Professional Office districts. III. Permitted accessory uses and structures,

·      Section 21-15. OC, Office, commercial district. II. Permitted principal uses and structures,

·      Section 21-17. OC-3. Office, commercial district-3.  II. Permitted principal uses and structures,

·      Section 21-19. a. Cultural Corridor District (CC). I. General purpose and intent, modified to add to the description of the Cultural Corridor.

·      Section 21-21. PD, Planned development district. III. Development Standards for planned development, modified to: Direct Maitland West Side Design Standard exceptions to be reviewed through the proposed Chapter 7.5 X. Site Plan and Permitted Conditional Use Review Process.

·      Section 21-22. Off-Street Parking and Loading. I. General, modified: parking requirements for uses and adds Off-Site Shared Parking standards and review process for approval.

·      Section 21-23. Definitions. Amends this section to modify, add or delete definitions.

·      Section 21-24. Adds Residential Scale and Character.  I. General   and  II. Criteria for review

·      Section 23-1. Creates Maitland West Side Special District, with design and performance standards in conjunction with the Maitland West Side Redevelopment Plan and provides a map of the Maitland West Side Special District.

·      Section 23-2. Creates a category for Downtown Maitland design and performance standards.  Only the category is being established, no standards are included at this time.

VI.           Public Hearing: Modifications to Chapter 7.5 Land Development Procedures of the Maitland City Code

In conjunction with modification to the Land Development Code following the adoption of the CDP EAR-based amendments, Chapter 7.5 Land Development Procedures was reviewed. Draft modifications are proposed to streamline and update procedures within Chapter 7.5. These include the following: Annexation, Planned Development, Permitted Conditional Use, Site Plan Review, Zoning Amendment, Off-Site or Shared Parking, CDP Amendment, Subdivisions, Variances and Vested Rights.

           Applicant: City of Maitland, 1776 Independence Lane, Maitland, Florida 32751.

Such a person must provide a method for recording the proceedings.
